New York license plate laws you should know

Below are the four laws that most often trip up New York drivers. Rules are enforced at the stop, the inspection station, and at registration renewal.

Two plates required

NY Vehicle & Traffic Law §402 requires two plates — front and rear — on most registered vehicles. Failure to display is a fine up to $300.

Front plate rule

No general exemption; this is strictly enforced statewide including on sports cars and imports.

Registration stickers & display

Since 2020 registration and inspection stickers are displayed on the inside of the windshield (lower driver side). Plates themselves do not carry month/year tabs.

Inspection / smog check

Annual safety inspection is required for all registered vehicles. Emissions testing (OBD-II) is required in New York Metropolitan counties for most gasoline vehicles 2 model years old or newer.

Types of New York license plates

New York issues dozens of plate designs. These are the main categories you'll encounter on the road or see at the DMV counter.

What if my New York plate is lost, stolen, or damaged?

Follow these steps to replace a New York license plate. Do not keep driving with a missing plate — it is a citable offense in most states.

  1. 1
Immediately stop driving the vehicle — operating a car with missing or mismatched plates is a misdemeanor in NY.
  2. 2
File a police report if the plates were stolen.
  3. 3
Complete Form MV-82 (Vehicle Registration / Title Application) and check the Replace Plates box.
  4. 4
Submit the form, insurance card, and $25 fee at a DMV office or by mail.
  5. 5
If only one plate was lost, surrender the remaining plate so a matching pair is issued.
